Learn about Texas FAIR Plan

TFPA’s mission is to efficiently provide essential residential property insurance products and services for eligible Texas policyholders when no one else will. In 1995, the Texas Legislature enacted legislation which authorized the commissioner of insurance to establish the Texas Fair Access to Insurance Requirements Plan, commonly known as the Texas FAIR Plan Association or TFPA, to deliver residential property insurance to Texas residents in areas designated by the commissioner as underserved.

Employment Opportunities

Texas FAIR Plan Association, at the direction of its Governing Committee, is managed by the Texas Windstorm Insurance Association. Working at TFPA means being part of a team that is qualified, innovative, passionate about its contributions and acutely aware of its responsibility as a steward of the public trust.

Governing Committee

The Texas FAIR Plan Association is administered by an 11-member Governing Committee. The Governing Committee is composed of five members who represent the interest of insurers, four public members who live in Texas, and two members who are general property and casualty agents. The Texas Commissioner of Insurance or an employee of the Texas Department of Insurance serves as an ex officio member of the Governing Committee. Governing Committee meetings are held each quarter.
