Policy Moratorium in Effect Due to Hurricane Isaias

A Texas FAIR Plan Association (TFPA) policy moratorium is in effect for the 14 (TWIA) coastal counties, including Harris County, due to Hurricane Isaias. This means TFPA is currently not accepting applications for new policies or increased coverage.

What you need to know about timing:

  • A policy moratorium begins when a storm is designated as a hurricane by the National Weather Service and is within the boundaries of 80 degrees west longitude and 20 degrees north latitude.
  • TFPA will notify agents by bulletin when the moratorium is lifted.
  • A moratorium is lifted when the TFPA General Manager determines the storm no longer threatens property anywhere in TFPA’s coverage area.
  • Regular policy issuing operations resume at 12:01 a.m. the day after the moratorium is lifted. For example, if the moratorium is lifted Thursday at 2:00 p.m., regular policy issuing operations resume Friday at 12:01 a.m.

What a policy moratorium means

During a policy moratorium, TFPA temporarily stops issuing new policies and increasing coverage.
TFPA cannot:

  • Accept new applications
  • Issue new policies
  • Increase coverage on existing policies

Renewals without an increase in coverage may still be issued during the moratorium.

Once regular operations resume, TFPA can again accept applications, issue new policies, increase coverage, and process renewals with effective dates beginning at 12:01 a.m. that day.
